2. References in institution building/strengthening in the judicial sector
The implementation of new laws and regulations which took place with technical assistance of PlanConsult Holding GmbH or partners within Law Approximation Group EEIG caused organisational changes (see Legal Services [Laws and Legislation] and training measures of officials (see [Management Training]).
Therefore practically all references of the service field "Legal Services (Laws and Legislation)" include besides legal assistance also technical support for institution building/strengthening, which mainly was also included in project goal and title.

3. References in institution building/strengthening of employment services
Improvements in the employment sector usually include implementation and/or reorganisation of public employment services.
Within the references of the service sector "Employment" many projects can be identified which include institution building/strengthening as main goal or at minimum as one of the main goals of the Project.
Some examples:
- Decentralisation and reorganisation of the Austrian Employment Service,
- Building up of new institutions for employment within the Public Employment Service subordinated to the Austrian Federal Ministry of Economy and Labour.

4. References in institutional strengthening of agencies active at border crossings (customs control, police, veterinary control, phyto-sanitary control)
User surveys realised in eight countries of Southeast Europe during 2001 to 2004 was the basis for identification of those sectors of public institutions active at border crossings which should be strengthened with priority. The relevant study project was:

5. References in institutional strengthening of public transport organisations
5.1 Bus transport
Institutional strengthening (based on international experience) of a public Austrian bus organisation was realised in different technical assistance projects (mentioned in the framework of "References in the transport sector" as for example the following areas:
- Development and implementation of a code number system for management and controlling of public bus services
- Comparison of economic indicators from Austrian and foreign bus services
- Implementation of a bus marketing system.

5.2 Railway and road administration
Institutional strengthening is of highest importance within railway and road administrations.
Demands in institutional strengthening of railway and road administration have been identified and relevant projects developed in the framework of the Technical Assistance given to the Slovak Ministry of Transport, contracted by the Commission of the European Union. Programmes and projects for institutional strengthening have been developed.
PlanConsult participated also in the Croatian Railway Modernisation and Restructuring Project of the World Bank.

6. References in institutional strengthening of postal services
A relatively big number of contracts concerning institutional strengthening was realised at the Austrian Postal Service (see references of the "Transport Secor").

The Berufsförderungsinstitut Wien (bfi Wien) (http://www.bfi-wien.or.at), partner of TechConcept - PlanConsult Deutschland GmbH in the CaT Consulting and Training Europe EWIV Vienna, realised a big number of training activities for managers and co-workers of public institutions in Austria and Central and Eastern Europe.
